I tried to contact SAW before posting since peolpe we're getting real mad but did you watch the demo? at one point he's shooting sommone through the wall... and following him up the stairs

AGAIN?! ER guys have always been clean in my eyes, anywho, I'm too god damn lazy to DOWNLOAD demos, I got enough of useless random crap on my computer. And they are so effing boring to watch. I'll let some of the bigger bosses decide. But I've played with static a lot and he's always been a good clean player, but we'll see how it is now.

Just checked it out and it doesn't look like he is hacking. Skill and luck is what it looks like to me.

. The only thing which is suspcious is when he kills the guy when he is running up the stairs. He shoots through the walls, which is done with deep impact, and he could have easily guessed that he was going up the stairs, especially if he is experienced. And if he was really using hacks, there would have been many more suspicous events/kills which could not be explained.
